Mr. Andrew Law

Andrew Law is partner of Andrew Law & Franki Ho, solicitors, a law firm with practice focus in technology laws. Before that, Andrew Law was partner of Fong & Ng in association with Goodman Phillips & Vineberg, as Head of its Information Technology Law Practice Group. Andrew Law is based in Hong Kong, serving clients from China and the rest of Asia Pacific.

He is a solicitor qualified to practise in Hong Kong, Australia and England. With a prize scholarship, he studied law in England (Bachelor of Laws, University of Buckingham) and then Hong Kong (Postgraduate Certificate in Laws, University of Hong Kong). Prior to joining in-house legal service, he worked in law firms on commercial litigation for five years.

He then moved to in-house service with Philips China/Hong Kong (89-92) in the electronics & infrastructure areas in China, then on real estate development & franchising with McDonald's China (93-96), and later moved on to the hospitality law area as International Attorney (Asia Pacific) with Inter-Continental Hotels Corporation (96-98).

Mr Law has devoted extensive efforts on both the business and law relating to the information technology industry. He is Honorary Legal Advisor to The Hong Kong Computer Society; and is Chairman of Management and Technology for Professional Practice Committee of The Hong Kong Law Society since 1995 till now. Since 1998, He has been a Visiting Professor in Information Systems of the Asia Pacific International University (Macau); and is lecturer on "e-Commerce Law" & "e-Business Venturing Law" for HK University's SPACE Faculty since September 2000.

Mr Law is a MBA, and graduated in Master of Arts (Information Systems) from the Hong Kong City Polytechnics. He was a PhD student with The Hong Kong University of Science and Technology, with research interest in "Artificial Intelligence and Legal Reasoning". Having graduated in LLM Chinese and Comparative Law (City University of Hong Kong) in 1997, he is about to complete his LLM in Chinese Law with The People's University, PRC by April 2002. He is currently a DBA student of the Curtin University of Technology, Australia, with research emphasis on "Legal Expert Systems".

He is director of City LawTech Consultancy Ltd., a City University sponsored company, serving the legal professions and the law-enforcement units on computer & law subjects. He is also an independent non-executive director on the Hong Kong listed company "Asian Information Resources (Holdings) Ltd". He is a Member of Advisory Committee on Code of Practice for Recognized Certification Authorities, Information Technology Service Department of the Hong Kong Government, and a Steering Committee member of the HK Computer Emergency Response Team. Since September 2001, he is an Assessor of The Medical Council of Hong Kong in conducting disciplinary medical inquiries.

He is author of the book "Technology for Law Offices", published in 1997. During recent years, he speaks and writes frequently on the subject of law and application of information technology.

He served in The Royal Hong Kong Regiment (The Volunteers) during 1983 to 1989 and is a Queen's Commissioned Territorial Army Officer, graduate of The Royal Military Academy at Sandhurst.
